Topic: Navigating Virginia's Cannabis Landscape in 2026- The Challenges for HR Professionals

With HB 642 and SB 542 having just passed their respective chambers on February

17, Virginia is on the verge of launching regulated adult-use cannabis retail sales as

early as November 2026 or January 2027. At the same time, the Department of

Labor and Industry’s December 2025 guidance has changed how employers can

(and cannot) respond to positive cannabis tests.
