Salary Range: $70,532.90 – $98,737.60 annually 

About the Opportunity

The City of Ottawa is seeking an experienced HR professional to join its Human Resources team as a Senior Human Resources Generalist. Reporting to the Human Resources Director, this position provides high-level operational support across a broad range of HR functions, including employee relations, recruitment, benefits administration, compliance, workers’ compensation, risk management, leave administration, and HR systems coordination. 

Key Responsibilities

  • Lead and support talent acquisition, onboarding, and workforce planning initiatives

  • Provide guidance on HR policies, employee relations, and workplace concerns

  • Administer employee benefits, wellness programs, COBRA, FMLA, and other leave programs

  • Coordinate workers’ compensation claims and return-to-work processes

  • Support organizational engagement, retention, and succession planning efforts

  • Maintain HR compliance with federal, state, and local employment laws

  • Generate HR reports, metrics, and workforce analytics

  • Assist with compensation, performance management, and strategic HR projects

  • Maintain and audit employee records within the City's ERP systems 

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field

  • 5–8 years of progressively responsible HR experience preferred

  • Public sector or municipal HR experience preferred

  • SHRM-CP, PHR, PSHRA-CP, or comparable HR certification preferred

  • Strong knowledge of employment law, including FLSA, FMLA, ADA, EEO, and workers’ compensation

  • Excellent communication, analytical, and organizational skills

  • Valid driver's license required
